National Policies

On December 16, 2016, the National Energy Administration issued the "13th Five-Year Plan" for Solar Energy Development (hereinafter referred to as the "Plan"), setting a target of more than 110 million kilowatts of installed solar power generation capacity during the 13th Five-Year Plan period.
On May 5, 2016, the National Energy Administration and the State Council Poverty Alleviation Office jointly issued the document No. 280 [2016] of the National Energy Administration on Renewable Energy, "Notice on the Compilation Outline of the Implementation Plan for Photovoltaic Poverty Alleviation," clarifying that future poverty alleviation will mainly take the form of grid-connected solar photovoltaic power generation.
On September 28, 2015, the National Energy Administration issued the "Notice on the Implementation of Informatized Management of Renewable Energy Power Generation Projects", No. [2015]358 of the National Energy Administration.
On July 13, 2015, the "Guiding Opinions on Promoting the Construction of New Energy Microgrid Demonstration Projects" were issued. New energy microgrid projects can be built based on existing power grids or in conjunction with new power grids; the use of advanced internet and information technologies in the construction of new energy microgrids is encouraged to achieve intelligent matching and coordinated operation of energy production and use, participate in the electricity market in new business models, and form new carriers for efficient and clean energy utilization.
On March 16, 2015, the National Energy Administration issued No. 201573, "Notice on Issuing the Implementation Plan for Photovoltaic Power Generation Construction in 2015".
On December 24, 2014, the Comprehensive Department of the National Energy Administration issued "Notice on Doing a Good Job in the Grid Connection Work of Photovoltaic Power Generation Projects in 2014", No. [2014]998 of the National Energy Administration.
On October 11, 2014, the National Energy Administration and the State Council Poverty Alleviation Office issued "Notice on Issuing the Implementation Plan for the Photovoltaic Poverty Alleviation Project" [official document], No. [2014]447 of the National Energy Administration.
On September 4, 2014, the "Notice on Further Implementing Relevant Policies on Distributed Photovoltaic Power Generation", No. [2014]406 of the National Energy Administration (i.e., "Distributed New Policy") and the National Energy Administration officially issued the "Notice on the Requirements for Accelerating the Cultivation of Demonstration Zones for Distributed Photovoltaic Power Generation Application", No. [2014]410 of the National Energy Administration.
In June 2014, the National Energy Administration issued the "Notice on Recommending Demonstration Zones for Distributed Photovoltaic Power Generation".
On February 17, 2014, the State Administration for Market Regulation and the National Energy Administration issued "Implementation Opinions on Strengthening the Inspection and Certification of Photovoltaic Products", No. [2014]10 of the National Certification Union.

I. Beijing Municipality

In Beijing, distributed photovoltaic power generation projects connected to the grid using the "self-generation and self-use as the main mode, with surplus power grid-connected" mode between January 1, 2020 and December 31, 2021, will implement the Sunshine Enriching the People Project within Beijing. For Sunshine Enriching the People projects, Beijing will provide a reward of RMB 0.3 per kilowatt-hour, for a period of 5 years.

II. Guangdong Province

Guangzhou: Included in the subsidy scope: Included in the overall scale of distributed photovoltaic power generation construction in Guangzhou from 2014 to 2020; already connected to the grid or in operation for more than 1 year.

Subsidy recipients and amounts:

Based on the project's installed capacity from 2016 to 2021—a one-time subsidy of RMB 0.2/watt will be issued;

Based on the project's power generation, a subsidy of RMB 0.15/kWh will be provided, starting from 2014, with a maximum subsidy period of 6 years.

Foshan City:

On August 16, 2019, the Foshan Municipal Development and Reform Commission and the Foshan Municipal Finance Bureau, with the approval of the municipal government, issued the "Foshan Municipal Management Measures for Subsidy Funds for Distributed Photovoltaic Power Generation Projects (2019-2020)".

Distributed photovoltaic power generation projects will receive a subsidy of RMB 0.3/kWh based on actual power generation (including RMB 0.06/kWh municipal subsidy and RMB 0.24/kWh district subsidy), for 3 consecutive years starting from the month following the completion of the project.

III. Jiangsu Province

Suzhou Industrial Park, Jiangsu Province

Subsidy scope: March 24, 2019 - December 31, 2021

Subsidy recipients and amounts:

Distributed photovoltaic projects: RMB 0.1/kWh, subsidized for 3 years;

Distributed gas turbines and energy storage projects: RMB 0.3/kWh;

IV. Ningbo City, Zhejiang Province

Ningbo household rooftop photovoltaic projects refer to household rooftop photovoltaic projects that were registered and connected to the grid before December 31, 2020, within Ningbo city. The city aims to achieve 90,000 households with rooftop photovoltaic systems (including new and existing projects).

In other words, after the 90,000-household target is achieved, newly built projects will no longer receive municipal subsidies. Subsidies based on power generation will be provided to registered and grid-connected household rooftop photovoltaic projects within the 90,000-household target at a rate of RMB 0.15/kWh by the municipal finance.
